This means that if new money is pumped into a health organization some of it will probably be put into new usage and growth areas. It is also true that there are times when growth is possible even without the availability of new resources. Available resources then have to be used in these additional growth options. As such, PBMA, and its central concept of resource re-al location has merit in instances when budgets are not always truly fixed. The NHS system has been named among the best in the world as far as social service health providers are concerned. The future priorities of healthcare in accordance with the guidelines that have bee laid out by the NHS are patient-centric. The basic idea is that the patients’ needs have to be determined according to the level of healthcare that a condition requires and by the designation of bed that the patient occupies. There have been efforts that have been made by the Department of Health to review and thereby improve adult healthcare services. The basic priority that has been followed for a while is preventive healthcare instead of corrective healthcare. Within just a year of its passing into law, 520 animals were spayed or nuetered and returned to their owners compared to just 9 animals the year prior. That is a 5700% increase. With other ordinances being passed as one in 2012, allowing feral cat care-taking to be allowed by outside agencies and community care-takers, allowing for these organizations to step in and start making a difference in reducing the numbers, not just for the sad fact of so many strays without homes but for the safety and health issues it causes within the cat as well as human community. Heenan and Perlmutter identified approaches to manage foreign subsidiaries which are, ethnocentric, polycentric, geocentric and regiocentric. In this part we will examine the connection between this approaches and staffing practices as well as the advantages and disadvantages of this differents approaches. The first approach is called ethnocentric. Employees from headquarters base it on the occupation of a key position. It is assumed that expatriates can manage subsidiaries more efficiently. This is because expatriates are more informed about the company’s goals and objectives, strategies compared to the local managers. This method is used when expanding globally and there is need of good communication, cooperation and control of activities. Consequently, PCNs are assigned to top management positions who implement strategic decisions coming from headquarters. Hence, the selection of expatriates will depend on the technical knowledge required or the type of international expansion a company is planning. The ethnocentric approach provides the parent company with more control, which is vital when expanding to a new country. Therefore, expatriates are seen as more able than host country nationals. The polycentric approach will opt for HCNs manager in their subsidiary even if PCNs occupy key positions at orporate headquarters. It’s a multinational approach, there is continuity in management of foreign subsidiaries, language barriers can be eliminated and for MNEs still less expensive to hire locals than expatriates. All this elements represent advantages of this approach. But, there are disadvantages for firms and local employees, which have restricted career opportunity outside the subsidiary. With the geocentric appr oach, MNEs try to find the best people for key positions regardless of nationality. The mix of PCNs, TCNs and HCNs maintains the international team. That’s why HR department play an important role in the international staffing however taking into account staff availability, time and cost constraints, host government requirements and ineffective HRM policies. It’s a Global approach in which one each part makes a unique contribution with its unique competence. So now, let see the regiocentric approach which is similar than the geocentric approach but much more nationally focused, the staff may move outside their countries but within the particular geographic region. It’s on the way between ethnocentric or polycentric approach to a geocentric approach. Challenges for MNEs are to work with all of these different characteristics and find the most appropriate approach according to their policy. They have to take in consideration, the context specificities, the company specificities and the local unit specificities as well as IHRM practices. All these factors affect staffing choices, which represent a real challenge in international staffing. Recruitment and selection of staff for international assignments is a considerable challenge because it’s an important and crucial factor of the international expansion for MNEs. They need to find the right people to make position and particularly key managers. In fact, a selection error can lead to an expatriate contract failure and correspond to a return to home before the period of assignment is completed, then it could have long-term negative consequences in term of subsidiary performance. Several factors have to be taken into account in the failure of international assignment: the inability for expatriates to adjust to the foreign culture, the family concerns, career concerns, security concerns, the length of assignment etc. They represent a critical IHRM issues in international staffing, so the challenge is to find the right people which are consistent with all the factors of expatriate selection. Selection criteria are family requirements, technical ability, the cultural requirements, the language and the MNEs requirements. Mendenhall and Ouddou have proposed a four-dimensional approach that attempts to link specific behavioural tendencies to overseas performance. We see these days appear another constraint for companies : the dual-career couples who are now considered as a barrier to staff mobility and it’s why the MNEs techniques are now utilized to surmount this constraint. Iran essays Since the days of 6th century BC, Ian has been ruled by absolute monarchs. The shah-in-shah, king of kings, or emperor decided the fate of the empire. Irans constitutional monarchy, founded in 1906, was ended in 1979. In the same year a new constitution established an Islamic republic in which principles of Islam were to be the foundation for social, political, and economic relations. The constitution was significantly amended in 1989. Iran now has two heads of state, one being a more leading religious figure, the other being a more presidential figure. But ultimately, the religious chief is the real power. This makes Iran a theocracy, which means ruled by priests. A religious leader, called the faqih, oversees the operation of the government. The first faqih was Khomeini, who died in 1989. His successor is selected by an Assembly of Experts, made up of 83 clerics who are popularly elected every eight years. The current faqih of Iran is Ayatollah Ali Hoseini-Khamenei. He may decl are war and also names the heads of all state and religious organizations, so therefore controls the judiciary, armed forces, security police, intelligence agencies, radio, and television. Therefore, he is more powerful than Irans president. The chief executive and head of state of Iran is a president, who is elected by popular vote for up to two four-year terms. Amendments to the constitution in 1989 strengthened the presidency by eliminating the position of prime minister, who was until then the chief executive. Learn Whether Cloud Seeding Can Kill Hurricanes Efforts at storm modification date back to the 1940s, when Dr. Irwin Langmuir and a team of scientist from General Electric explored the possibility of using ice crystals to weaken storms. This was Project Cirrus. Enthusiasm about this project, combined with devastation from a series of hurricanes that made landfall, prompted the U.S. federal government to appoint a Presidential Commission to investigate storm modification. What Was Project Stormfury? Project Stormfury was a research program for hurricane modification that was active between 1962 and 1983. The Stormfury hypothesis was that seeding the first rain band outside of the eyewall clouds with silver iodide (AgI) would cause supercooled water to turn into ice. This would release heat, which would cause the clouds to grow faster, pulling in air that would otherwise reach the wall of clouds around the eye. The plan was to cut off the air supply feeding the original eyewall, which would cause it to fade away while a second, wider eyewall would grow further from out from the storms center. Because the wall would be wider, air spiraling into the clouds would be slower. The partial conservation of angular momentum was intended to decrease the force of the strongest winds. At the same time the cloud seeding theory was being developed, a group at the Navy Weapons Center in California was developing new seeding generators that could release large amounts of silver iodide crystals i nto storms. Hurricanes That Were Seeded With Silver Iodide In 1961, the eyewall of Hurricane Esther was seeded with silver iodide. The hurricane stopped growing and showed signs of possible weakening. Hurricane Beulah was seeded in 1963, again with some encouraging results. Two hurricanes were then seeded with massive quantities of silver iodide. The first storm (Hurricane Debbie, 1969) weakened temporarily after being seeded five times. No significant effect was detected on the second storm (Hurricane Ginger, 1971). Later analysis of the 1969 storm suggested that the storm would have weakened with or without the seeding, as part of the normal eyewall replacement process.​ Discontinuing the Seeding Program Budget cuts and lack of definitive success led to the discontinuation of the hurricane seeding program. In the end, it was decided that funding would be better spent learning more about how hurricanes work and in finding ways to better prepare for and lessen the damage from natural storms. Even if it turned out cloud seeding or other artificial measures could lessen the intensity of the storms, there was considerable debate about where on their course the storms would be altered and concern over the ecological implications of changing the storms.
